This PC is intended to be my first attempt at building a PC. I mostly play strategy games including RTS and 4x, as well as RPG games and the occasional FPS game. I often overload these games with a lot of mods as well. Stellaris, Crusader Kings III, X4: Foundations, Total War: Warhammer (and other titles), Starcraft II, Skyrim (heavily modded with shaders, graphics, weather, etc), Star Trek Online, Cities: Skylines, Civilization VI, No Man's Sky, and XCOM 2. These are my most heavily played games, and I hope to be able to run all of them at maximum settings if possible.
What is your maximum budget before rebates/shipping/taxes?
$1800. I have been saving for almost a year, there is some wiggle room if absolutely needed to go higher but I would prefer it to be under budget if possible.
When do you plan on building/buying the PC? Note: beyond a week or two from today means any build you receive will be out of date when you want to buy.
ASAP. I have the money now, and I am prepared to start ordering parts and assembling the PC.What, exactly, do you need included in the budget? (ToweOS/monitokeyboard/mouse/etc\)
I do know that I want this build to be 1440p and 144hz capable. I also want a standard ATX, as well as an AMD CPU. Will need a monitor capable of the above requirements. Do not need a keyboard, mouse, speakers, or headphones.
Which country (and state/province) will you be purchasing the parts in? If you're in US, do you have access to a Microcenter location?
United States. The nearest Microcenter is 2 hours away, I am willing to make the driver if necessary.
If reusing any parts (including monitor(s)/keyboard/mouse/etc), what parts will you be reusing? Brands and models are appreciated.
N/A. Currently use a gaming laptop. Helios Predator 300.
Will you be overclocking? If yes, are you interested in overclocking right away, or down the line? CPU and/or GPU?
I do not know enough about overclocking to make this decision. I've read it can damage your CPU if done incorrectly, but also that this is easy to avoid. If it will help with gaming than yes I want it, but it is not a necessity. If I do get it, I would probably overclock it right away.
Are there any specific features or items you want/need in the build? (ex: SSD, large amount of storage or a RAID setup, CUDA or OpenCL support, etc)
SSDs. 2tb storage, perfectly fine getting multiple SSDs to meet the requirements. If one SSD needs to be dedicated to the OS for faster performance that is fine by me. Can work for example on an OS SSD for 500gbs while one dedicated to gaming has 1tb.
Do you have any specific case preferences (Size like ITX/microATX/mid-towefull-tower, styles, colors, window or not, LED lighting, etc), or a particular color theme preference for the components?
For color I would just like a sleek black look for the case, a window for the tower would be nice but I can do without it. Looking for a full tower. I do not need RGB. For cooling I want to use fans, not a liquid cooler. Quiet fans are much preferred.
Do you need a copy of Windows included in the budget? If you do need one included, do you have a preference?
I will likely need windows I assume. Windows 12 is fine.

Beginning disclaimers: I am new to building a PC but I have been using a gaming laptop long enough and I want to finally get a PC and I want to build it because it will probably be cheaper and I want to. Second, I find I have a tendency to overestimate what I need sometimes which is why I am making this post.

Now for the meat of the question: I am using a website to try and get a general idea of what parts I want to give me a ballpark for price before I start narrowing down to a concrete choice. I still have a lot of research and work to do to figure out the specific parts I want but at every component, I find myself faced with questions that don't seem to have any good answers online.
Let me preface with this: I am building a PC mainly for gaming but also for other things on the side (like coding, programming, editing photos, normal stuff like word processing, etc). If I can help it, I would like to keep in the budget of how much I spent on my current laptop which was $2600. If I can go cheaper, that's better, but I don't want to spend too much more than that. I will not spend any more than 3k.
Specifications is the tricky part because I feel like I am overestimating what I really need and choosing higher end parts than I actually need which is where I need the advice. Right now, these are the parts I am thinking about.
CPU: Intel Core i9-13900K 3 GHz 24-Core Processor
The processor in my laptop is a 6 core Intel i7-9750H and I find it is constantly bottlenecking playing games so I moved up to the i9 for this plan. I don't know if this is really necessary or even if the i9 I have selected is a good choice but I just want something that can handle the games I play without maxing out and getting real toasty. I did read that this i9 runs hot and I will need to select a good cooler to combat this which I will do if I need.
GPU: NVIDIA RTX 4070 chipset
The GPU in my laptop is one thing that I think is lacking - I currently have a GTX 1660 Ti and I just find I keep wishing I had better. For my build, I have decided I at least want an RTX (big surprise) and I want something newer that can handle pretty graphics. I also have a VR headset so I want something that can handle that as well without too much trouble. I was thinking about the RTX 3080 but a review I read stated that the 4070 boasts similar specs and performance at a cheaper price. I don't need a top of the line GPU like a 4090 but I do want something good so that I don't have to worry about turning up the graphics in games. I also have played around with shader packs in Minecraft but my laptop can't handle it so something that can handle those would be nice.
RAM: Largely undecided - 32 to 64 gbs
I say largely undecided because this one is really confusing me. I have been digging into DDR4 RAM and DDR5 RAM and I kind of understand the differences but deciding is difficult. As I understand it, DDR5 RAM runs at a higher clock speed which compensates for its (currently) high CAS latency, while DDR4 RAM has been around longer and has more improvement in its technology so it has a much lower CAS latency. In essence, DDR4 RAM can have First Word Latency as low as 7 while the lowest I have seen with DDR5 is like 9, but that can't be the only thing to consider right? How do I figure out what clock speed to go with and how do I choose between DDR4 and DDR5? As far as capacity, my laptop currently has 64 GBS of RAM and I find it to be plenty. The one thing I never seem to run out of is memory, but is 64 GBs overkill? Is an upgraded rig like I am looking at going to utilise that amount of memory or is 64 GBs unnecessary? Would I be better off with 32 or 48 GBs? I don't do a whole lot of video processing (I used to), more just photo editing, gaming, and programming, so should I consider downgrading or stick to having lots of overhead?

Lastly, every time I look at choosing a component, I am faced with the choice of what manufacturer. I want to choose good quality parts that will last me but won't break the bank, so how do I go about choosing the manufacturer for parts like storage drives, graphics cards, etc.? Is there manufacturers to avoid? Those that tend to stand out over others? Any advice to this point would be greatly appreciated.

I used to start, for example, a heavy modular frame factory by putting down a manufacturer and then working backwards and oveunderclocking as necessary until I knew how many of what quality ore nodes I needed to exploit and either belting or trucking it in. When it came time to build motors, I'd build a new factory and go all the way back to ore as needed. Unused hmfs from the "old factory" would get stored/sunk and forgot about until I needed to build more manufacturers or something. In my last couple of worlds I've instead exploited every ore node in an area and belted it all to a factory to make what I could in stages and oveunderclocked to minimize waste and stalls and expanded as new recipes and buildings become available until I no longer had all the appropriate raw material to expand further at which point I'll grab what I can carry and go find a new area with a larger variety or raw materials to start over from scratch. The downside being that eventually all my building materials get consumed by part production and eventually the resources get spread so thin I only make like 0.15 motors per minute. There's no waste, but there's no throughput or storage either.
I've used online tools to an extent, which led to my initial backwards build strategy, but I find it hard to derive a suitable world location to match the raw materials the calculator says I need without having to ignore or bypass good ores that just aren't necessary in the build as per the calculator.

This kinda sucks
Before I get into the situation I wanna cover some things first to help give a bit of a perspective from me. I am 21 years old, I am a male, In highschool I held 3 jobs from 16-18, I had a decent work ethic regardless of my weight (I was like 330 at the time) I had graduated in 2020 at the beginning of the pandemic, school shutdown in like February and I graduated online, didn’t technically get my diploma because they never let me take summer school, that’s a while rant within itself for a different time. Anyway graduating during the pandemic has left a scar on my perspective of adulthood, it’s been rough, my work ethic has gone to shit, I haven’t hung out with anyone other than family since summer of 2021. And I was previously suicidal in the summer of 2022, an online friend of mine who went through a similar mindset has taken me under their wing and I’ve gotten better since. I have anger problems, depression, I have an ulcer due to panic attacks, and I haven’t had access to my medication in several months. I still live with my family, and I should be more appreciative of the benefits of this but it’s been difficult due to some underlying things, and that’s the main topic of this post.
So in 2017 we moved from the Midwest to the northeast, my dad decided to take it into his own hands, and he didn’t plan it out well, and we ended up living in a hotel for just under 3 years. All of our stuff we put in storage (that was sent to a temporary location in Florida) got swept away in hurricane Irma, and due to lack of preparation or whatever, we didn’t have insurance and lost everything we had in storage, we only had the things we could pack into two cars. We due to our situation at the time my parents had lightened up on their discipline because they felt bad about the problem, I was 15 and my sister was 7-8 years old when we first got settled in this hotel. And she grew accustomed to this lack of discipline, but this didn’t show until later on. In late 2019 we moved into a small apartment with one actual bedroom and some makeshift bedrooms for me n my sister. Mine was like an inlet to a hallway with two door connecting the back mud room and the rest of the house. My sisters room was a sunroom that had been kinda turned into a bedroom. Unfortunately this sunroom wasn’t very suitable for a year round bedroom, and just kinda held all my sisters shit while she slept in my parents bed with my mom and dad on the couch. Slowly but surely she turned my parents room into hers, spending most of her time in there on the phone playing roblox, eventually kicking my parents out of the room and leaving them on the couch, and again their lack of discipline in the past made her not really care about what they said, she had some hard times in school, this school left her with no friends except the one next door, and this kid was a devil child, I could talk all day about it, but to brief it up, she’s a child of a dad whose been in jail most of her life and a mom who spends most of her time running away from her age, and this kid usually gets abandoned to her grandma, you can probably guess this can result in a child that might have some crazy shit going on in her head, although I feel bad for her and genuinely hope she gets better, she was a terrible influence on my sister. But since she was her only friend my parents let this go on. Just over a year ago, we moved into this new house which is the first house we’ve owned ourselves since 2015. And I’m now 21 and my sister is almost 14. And the situation has only gotten worse. She has genuinely no respect for my parents, its crazy the amount of money she’s spent by sneaking my parent card numbers and gotten away with it by claiming people hacked the cards. She yells and screams at my parents say the most vile things I’ve ever heard, I get dragged into it and due to my personal issues it usually makes the problem worse if I can’t get it solved in a short period of time. My parents sleep downstairs on the couch regardless of our 3 bedroom house. My sister destroyed her room, and moved into my parents room, refusing to clean it herself nor let my parents or me In their to clean it ourselves, i can post videos and stuff in post to provide some visuals, and also provide text screenshots to show her attitude. Now I understand she has social anxiety, and I understand she’s got some shit going on in her head. I get it’s not fun, but by no means does it excuse the behavior, and it’s not all her fault she turned out this way, my mother and fathers lack of taking control and properly handling the situations in her life have definitely contributed and I know that I haven’t helped either, my issues have made it difficult to handle these things and I’ve definitely said things I don’t mean, I’ve gone to both her and my parents to apologize for my actions and reactions to the situation. There’s a few more things that make my home life terrible right now, such as no one except for me and my father put any effort into cleaning the house and I’m the only one who has taken responsibility for the yard, and since I don’t have my license (whole other story) I haven’t been able to get the things I need to care for it. You can guess we’ve had CPS and all kinds of people at our house, because my sister has refused to participate in schooling (home, public, cyber, all kinds) it’s been getting hard, my parents haven’t been able to help me get my life started, I’ve been trying to get working and my license and everything else in order but due to my sister forceing then to do what she wants all the time, I have been unable to go to places that can assist in this process of leveling up in life. There are many many more layers to this story that I can elaborate on if desired, such as life prior to the move across country, specific details about specific situations. And so on. I’ve tried to emphasize that I know I haven’t handled situations Well, and that I have my own habits that definitely don’t make the situation better. I’d like to move out but I’m by no means ready to do that. The only things I have going on that are beneficial to me and my life is that I’m trying to lose weight to the best of my ability, and I’m looking for work that can support my situation financially. I’ve been steering away from small dead end jobs that are going to make my mental health worse. I’ve been looking for things I can make a good pay and do things that I’m actually interested in, I know that I should probably take anything to get money to try and finance my desire to move out.
