| June 1, 2023~The United States Needs a Shift in Perspective on Mining~ The United States Needs a Shift in Perspective on Mining (csis.org) Photo: JJW Photography/Adobe Stock The energy transition involves more than a move away from high-carbon fuels to low- and zero-carbon fuels. It also entails the fundamental reorganization of the global economy around so-called critical minerals—the metals and other raw materials needed to build electric cars, solar panels, power lines, and other technologies that cut carbon emissions. At the risk of stating the obvious, mines are needed to produce critical minerals, and right now, United States doesn’t have enough mines meet the demands of the energy transition—not even close. While the United States also has to work closely with allies to secure the supply chains for these materials, something has to change at home, too. Like many other U.S. industries, mining was largely outsourced to other parts of the world during the late twentieth century. As a result, global markets for most in-demand minerals are now dominated by the Chinese Communist Party. In fact, of the 50 critical minerals listed by the U.S. government, China is the top producer of 30 of them. “For most critical minerals, the United States is heavily reliant on foreign sources for its consumption requirements,” a U.S. Geological Survey report said. It further reported that domestic metals production fell 6 percent in 2022. Simply stated, the United States needs to build new mines and expand existing mines in the United States. Rather than stop digging, the United States needs to start. To be sure, it will not be easy. Before the passage of landmark environmental laws in the 1970s, including the National Environmental Policy Act and Clean Water Act, the U.S. mining sector was known for polluting practices and indifference to the concerns of neighboring communities. Public anger and distrust proved to be a major factor in the offshoring of U.S. mining after the 1970s. This was understandable, but there were unintended consequences. An “out of sight, out of mind” approach to metals and other mineral commodities took hold, giving tacit approval to toxic waste dumping, the use of child labor, and other reprehensible mining practices abroad. Today, there is an opportunity to write a new chapter for the U.S. mining sector, in which the some of the raw materials for advanced energy technologies are produced here, under close scrutiny, subject to the most protective standards in the world and—above all—with strong public support. The complicated history of mineral extraction in this country must be addressed fully and forthrightly, but it cannot be used as an excuse to keep saying no. At this point there doesn’t seem to be a mine on federal land that is not facing opposition, delays, or rejection. Fortunately, there are already some promising examples of this new approach to mining in the United States. A Sense of Patriotism In southeast Nebraska, for example, the developers of a mine that will produce materials for electric-vehicle batteries have built a strong base of support in the local community. As reported by the New York Times, the mine has secured all the permits it needs to start digging and the developer—Colorado-based NioCorp—is now working with the U.S. Export–Import bank to complete financing for the billion-dollar project. The planned Elk Creek mine will produce niobium, scandium, titanium, and a series of magnetic rare earth minerals. The global market for these minerals is dominated by other countries, including China, Russia, and Brazil. These critical minerals can be used to build the components for electric vehicle batteries, fuel cells and wind turbines. But in conservative southeast Nebraska, NioCorp has found ways to connect with people who are less concerned with the energy transition and more worried about economic issues and national security. The minerals produced at Elk Creek will also be used to make lighter and stronger steel products for the automotive, construction, and oil and natural gas industries, and to build fighter jet engines, among other military applications. “NioCorp is being very thoughtful in how they’re communicating with Southeast Nebraskans,” Senator Julie Slama (R-NE), who represents the Elk Creek area, said. “In Nebraska, we have a sense of patriotism and desire to serve our country.” While the proposed mine still has its detractors, the broad-based appeal of the project has helped maintain a sufficient mass of support, also known within industry circles as the “social license to operate.” Same Rocks, More Value While building new mines is absolutely necessary, it will also be important to make the most of the mines the United States already has. In some cases, existing mines will be expanded, but another strategy is gaining momentum: full-value mining. This strategy identifies new ways to get other metals and other valuable materials out of the same rocks, which improves the economics of the existing mine and reduces mining waste. A leading example of full-value mining is taking place in Utah at the Kennecott copper mine, southwest of Salt Lake City. Last year, the mine’s owner—Rio Tinto— started producing tellurium there as well. The tellurium, which is used to make highly efficient thin-film solar panels, was in the same rocks as the copper. But until last year, it was not cost effective to separate it out, and the tellurium was discarded along with other waste. That changed when Rio Tinto found a U.S. buyer for the tellurium, First Solar, which builds solar panels in Ohio. The deal was “an important step towards securing a North American supply chain of critical minerals to support the clean energy transition,” the mining company said. Old Mines, New Tricks The idea of reprocessing piles of discarded rocks and other mine waste has also gained steam. Innovative companies like Nth Cycle and Phoenix Tailings have developed technologies that can cleanly and safely extract critical minerals from this waste. These breakthroughs also allow for the reprocessing of waste at pre-1970s mines that were abandoned and never properly cleaned up. For example: Regeneration, a start-up mining company is scouting for locations where critical minerals can be produced from abandoned mines and other so-called legacy sites, while creating new revenue sources for cleaning up those sites. According to Corey Fisher, the public lands policy director for Trout Unlimited, an environmental nonprofit with experience in abandoned mine restoration, the work of Regeneration and others “will help both clean up abandoned mines and recover much needed transition minerals.” Confront the Past, Build the Future Abandoned mines are not the only legacy to confront. The quest for mineral wealth in the nineteenth and twentieth centuries was especially cruel to Native American communities. That history, and the distrust it continues to produce, should not be brushed aside in the quest to build a domestic supply chain for clean energy technologies. According to investment research firm MSCI, between 68 percent and 97 percent of U.S. cobalt, copper, lithium, and nickel reserves are located within 35 miles of Native American reservations. Changing minds about mining in Native American communities will be a massive undertaking, and there are bound to be conflicting signals along the way. For example: Lithium Americas, the developer of a Nevada mine that will produce lithium carbonate, a key mineral in batteries, reached a “community benefits agreement” last October with the Fort McDermitt Paiute and Shoshone Tribe that includes job training, local hiring, cultural education, and other initiatives. However, three others—the Reno-Sparks Indian Colony, Burns Paiute Tribe and Summit Lake Paiute Tribe—are fighting the project in federal court, arguing they were not properly consulted. Conflicts like these can be resolved or even avoided, but the amount of work needed should not be underestimated, according to Daniel Cardenas of the National Tribal Energy Association. “If you want loyal and long-term mining partners who can supply the most environmentally friendly and sustainable critical minerals, start talking to the Tribes now,” Cardenas wrote on Linkedin. A Project-by-Project Focus According to the Bipartisan Policy Center, leaders in the White House and in Congress have plowed billions of dollars into research, resource assessment, and workforce development programs focused on critical minerals since 2020. The area of critical minerals also offers one of the rare slivers of bipartisan light. Among other things, that means allowing national security concerns—such as materials needed by the Department of Defense—to play a bigger role in the discussion, as opposed to only seeing mining through an environmental lens. There are also promising efforts within the Biden administration and on Capitol Hill to speed up the years-long permitting process for mining projects while maintaining environmental safeguards. These initiatives are essential, but it would be a mistake to assume that all the work to build a domestic supply chain for critical minerals can be done from Washington, D.C. in one fell swoop. This endeavor will succeed or fail based on delivering this new positive narrative for mining. And the difference will be whether the neighbors can be persuaded that digging for critical minerals in the United States is not just good for the planet—it is good for them too. China has seemingly set off on a journey into the center of the earth. This week the country has begun digging what will eventually become the deepest hole in China’s history to test drilling technology and further understand the Earth’s underground structure, Bloomberg reported. Once completed, the hole is going to be 10,000 meters (32,808 feet). That’s a little more than 6 miles deep into the earth. The drilling is expected to occur for 457 days and is being led by the China National Petroleum Corp, according to Bloomberg. It will cut through 10 continental strata, which are the various layers of the earth. Once completed it will reach down into the cretaceous system; rocks in that layer of the year date back more than 140 million years. The drilling project is part of the country’s efforts to expand underground research. During a speech back in 2021, Chinese President Xi Jinping urged scientists to break new barriers in different areas including deep earth exploration, China Daily reported. And earlier this year, Chinese officials vowed to strategically build up the country’s energy supplies and mineral resources. “China will launch a new round of domestic prospecting operations, focusing on strategic bulk minerals that are in short supply,” Wang Guanghua, the minister of Natural Resources, said in an interview with Xinhua News Agency, according to Bloomberg. This could explain why the project is based in the Xinjiang region, which is the largest oil and gas-producing area in the country, the South China Morning Post reported. China also has some of the world’s largest crude iron ore reserves in the world, which is widely used in steelmaking. This could present another energy opportunity for the country as it tests drilling technology. Countries around the world are increasingly focused on mineral exploration. Rare earth minerals and other elements found deep underground are necessary for new clean technology. They’re often used to make batteries for electric vehicles, for energy storage, and for wind turbines. President Joe Biden has promised to sign it tomorrow, preventing a government default. Forty-four Democrats and two Independents—Angus King (I-ME) and Kyrsten Sinema (I-AZ)—voted yes, along with 17 Republicans. Four Democrats and Independent Bernie Sanders (I-VT) voted no, along with 31 Republicans. The final tally to pass the measure was 63 to 36.
“Democrats are feeling very good tonight,” Senate majority leader Chuck Schumer (D-NY) said. “We’ve saved the country from the scourge of default.”
Republicans brought the nation to the brink of default with their insistence that they opposed runaway government spending, but their demands did not square with that argument. The nonpartisan Congressional Budget Office (CBO) said that the $21 billion cut in funding to the Internal Revenue Service, for example, will result in $40 billion in lost revenue, increasing the deficit by $19 billion.
In other economic news, the Biden administration today announced actions designed to address racial bias in the valuation of homes.
This sounds sort of in the weeds for administration action, I know, but it is actually an important move for addressing the nation’s wealth inequality. In 2019 a study from the Federal Reserve showed that white American families had a median net worth of $188,100, Hispanic or Latino families had a net worth of $36,200, and Black American families had a median net worth of $24,100.
Homeownership is the most important factor in creating generational wealth—that is, wealth that passes from one generation to the next—both because homeownership essentially forces savings as people pay mortgages, and because homes tend to appreciate in value.
But a 2021 study by the Federal Home Loan Mortgage Corporation, more popularly known as Freddie Mac, showed that real estate appraisers are twice as likely to undervalue minority-owned property relative to contract price for which the home sells, than they are to undervalue homes owned by white Americans.
The story of lower valuation came to popular attention after a Black couple living near San Francisco applied for a loan and received an initial valuation far too low for them to qualify for that loan. Shocked, since the same house had been appraised at almost a half a million dollars higher the year before, the couple removed all traces of their ownership of the house and asked a white friend to stand in as the owner before a new appraiser evaluated the worth of the property. That new appraisal came back a half a million dollars higher than the lowball one.
(The couple sued, and the case was settled in February 2022).
Two years ago, the Biden administration announced a sweeping effort to “root out racial and ethnic bias in home evaluations.” Today it bolstered those efforts to “ensure that every American who buys a home has the same opportunities to build generational wealth through homeownership.” They call for fixing algorithms to ensure that home values are accurately assessed, creating pathways for consumers to challenge low assessments, and increasing the numbers of trained appraisers.
There is a reason that the administration has centered its housing policies on June 1. This is the anniversary of the Tulsa Massacre, when in 1921 white gangs destroyed the prosperous Greenwood district of that city, which was home to more than 10,000 Black Americans. It wiped out 35 blocks with more than 1,200 homes and businesses and took hundreds of Black lives, robbing Black families of generational wealth and the opportunities that come with it.
In 1921, Greenwood, known as “Black Wall Street,” was estimated to be the richest Black community in the United States. The destruction of May 31 to June 1, 1921, changed all that. Residents of Greenwood filed $1.8 million in damage claims—more than $27 million in today’s dollars—against the city, but all but one of the claims were denied when the city was found not liable for damages caused by mobs. (A white pawnshop owner was compensated for the guns stolen from his store.) Insurance didn’t help, either: insurance companies claimed that damage caused by “riots” was not covered by their policies.
In a 2018 article in the
American Journal of Economics and Sociology, Chris M. Messer, Thomas E. Shriver, and Alison E. Adams estimated that the destruction in Tulsa might well have amounted to more than $200 million in today’s dollars.
Greenwood’s Black residents nonetheless pooled their resources and rebuilt the district, despite the system of “redlining” by mortgage companies that deemed parts of Greenwood to be credit risks and made it impossible for residents to get mortgages. “Urban renewal” then destroyed the area again in the 1960s through the 1980s as white city planners rezoned the district, built highways through it, and took property through eminent domain.
Vice President Kamala Harris acknowledged the destruction of Greenwood today in a call with reporters. Noting that “[h]omeownership is one of the single most powerful engines of wealth-building available to American families,” she explained that ‘[m]illions rely on the equity in their homes to put their children through college, to fund a startup, to retire with dignity, to create intergenerational prosperity and wealth.” But “for generations, many people of color have been prevented from taking full advantage of the benefits of homeownership.”
The inequalities of the past have persisted in the home appraisal system, Harris said. “[B]ecause their homes are undervalued, Black and Latino people often pay more for their mortgage, receive less when they sell, and are less able to get access to home equity lines of credit—all of which widens the racial wealth gap and deepens longstanding financial inequities.”
“Today,” her Twitter account said, “our Administration is announcing new actions to root out racial bias in home valuations to ensure that all hardworking families can realize the true value of their investment and have a fair shot at the American dream.”
Jonathan Lemire, Adam Cancryn, and Jennifer Haberkorn of
Politico reported today that White House officials urged allies to downplay their substantial victory on the debt ceiling crisis and the related budget negotiations, afraid of sparking Republican opposition and eager to be seen as the adults in the room.
But they needn’t have worried. Today, President Biden tripped over a sandbag left in his path as he was jogging away from the center stage of the U.S. Air Force Academy graduation in Colorado after giving the commencement address. He appeared fine after the fall, but it is dominating right-wing social media, the debt ceiling crisis already forgotten.

Hello everyone—
I need some help from experienced generator gurus. I can't find Part 96200 for a Westinghouse iGen4500DF–also used by Cummins Onan. Can I use a high temp silicone rubber gasket sheet and die punch and just make my own? 1/16 or 1/8" thickness? Do I need to worry about pressure as much as just keeping the oil in? Because there's a tube that goes to ... maybe the carb?

Unimportant back story: my mom is 70 with COPD and can not breathe in the heat, but for her reasons, she insists on living off-grid in the Mojave desert. Every 2 weeks I drive 4hrs RT to service these for her until they die near the end of the season. It powers an inverter A/C for her in a thin walled 5th wheel. I've always bought Champion non-inv. types, but hoped ECO would save her some with the cost of propane (it's only run on propane). Even after 8yrs of this, I'll gladly take any advice relating to prolonging the life of these 3600-4500W generators.

The second hand items from the 12400 guy exude much less fragrance compared to when they were obtained (assuming his household laundry detergent or similar had fragrance as the source), and I doubt you'd sense it if your own living arrangements have any sort of scented items. They come with all original cables, boxes, manuals, etc I still have. If you want more information about anything, feel free to ask and it will be added. Selling because old 2010 pc with phenom ii x3, gtx460, and 8gb is sufficient for my use case, try for modern hardware again some other time.

The exclusions in the warranty include: "Misuse, such as using the vehicle to tow," but the exact same language is used in the warranty for the Nissan Frontier and the Nissan Rogue. The Manuals and Guides section for Nissan Kicks on the Nissan website has a link to a Towing Guide, so the presence of that would seem to indicate that some potential owners might be contemplating towing with a Nissan Kicks. The Towing Guide says that it is a good idea to discuss your towing requirements with your dealer or a professional installer before you equip your Nissan for towing. The local Nissan dealer near where I live said that according to the data he looked up, a Kicks could tow up to about 1,000 lbs. He gave the name of a professional installer that the dealership recommended. He said it should be able to tow a small sailboat trailer of a few hundred pounds including a lightweight fiberglass sailboat that is 13-14 ft. long. He said people had installed trailer hitches on some vehicles and there had been "no warranty issues" with any of these. He said that the phrase "Misuse, such as using the vehicle to tow" referred to using a vehicle to tow something clearly overweight, i.e., beyond the 1,000 capacity, not for using the vehicle to tow per se. He said that is how they would construe "misuse." He said they would have to prove causation. That would seem to make sense, because why would Nissan use the exact same language for a Frontier or a Rogue. But I don't know if that is how the exclusions in the warranty are applied in real life.
I would appreciate hearing from anyone who has seen what happens for issues of this nature at the at the warranty stage.

2015 Nissan Juke. Stalled out on girlfriend driving home from work when she came to a stop. Started right back up and Drove fine but when she got home and parked it shut off again. I tried to replicate it and only had it happens 1 time when breaking hard. No check engine light at all. Everything seems perfect. Car runs excellent doesn’t miss a beat besides it has a shutter in first gear seems like torque converter is going bad. When in manual mode there is no shutter at all. But other then that it’s perfect. Only shuts of sometimes and starts right back up instantly. Could a bad torque converter be causing this? Anything to look for

Hello,
Like the title says, trying to troubleshoot why my Turbo Air freezer is short cycling in normal mode and not Turbo Freeze mode.
I had a tech come out a few days ago when the compressor wasn't running at all and he suggested I replace the PCM board.
I found one and replaced it, then called Turbo Air Tech support to program the board for my model.
The compressor now kicks on but short cycles when not in turbo freeze mode.
The condenser coils are clean, the cooling coils (inside the unit) are clean, so I'm not sure what else it could be.
I've checked the owner's manual for troubleshooting but it doesn't address this issue:

im a santo tomas (valedictorian) scholar, and i was granted my scholarship in 2021. i understand na my initial contract never mentioned anything about allowances, but it was mentioned in the website previously and in the

A
trieber stack - a lockless single-ended linked list using atomics - is an immensely useful, beautifully simple data structure, and I've written them way too many times in Java - it looks like this:

Optional.empty() : Optional.of(cell.value); } static class Cell { final T value; final Cell parent; Cell(T value, Cell parent) { this.parent = parent; this.value = value; } } } ``` Looking around for an existing one, I ran across documentation for one from crossbeam-sync, except that it does not seem to actually exist, just this page of documentation (crossbeam does, and looks nice, but it does not have a Trieber stack). Implementing one in Rust is complicated by two factors: - The inner cell is a self-referencing structure
- Updating atomics requires a loop that, under contention, may run more than once
- This means that the head cell can briefly become owned by more than one party - under contention it can concurrently be owned by a new head cell on each thread (but only one will win and survive, and the one that doesn't is invisible to the rest of the world)
- It also means that the first pass of the loop takes ownership of the input T, gives ownership to the cell it creates and then may need to do that again on the next pass (though
I gave this one shot using AtomicPtr, but that required T: Clone and cloning the contents to avoid the two-owners issue, which is undesirable, and also crashed horribly in tests (this is my first outing in earnest with Rust pointers). But it seems like it ought to be doable with a data structure like this - complete playground link with naive implementation: ```rust struct TrieberStack { head: UnsafeCell>>, } [derive(Copy, Clone)] struct TrieberCell { t: T, next: *const Opt>, // so self-reference is possible } ``` Attempting to actually put this to use, using intrinsics::atomic_store_seqcst (after reading the source to AtomicPtr) built, and seemed about as simple as this ought to be - though, I had to restrict the types it handles to T: Copy even though AtomicPtr has no such restriction but somehow manages to call that method with pointers to ad-hoc types - but adding any call to push to the stack results in a compile-time error of invalid monomorphization of atomic_store_seqcst intrinsic (is AtomicPtr downcasting the pointers to something that does implement Copy, and I missed it? And if so, why is that at all safe?). Likely at a minimum this is missing pinning the head for the inner portion of the write-loop, not to mention an implementation of Drop for TrieberCell that cleans up appropriately (and possibly some work to ensure the cell contents are not dropped if the only extant reference to it is a pointer - ManuallyDrop?). Anyway, it seems like an interesting problem that ought to be solvable in Rust, but I have a feeling my approach is probably missing a few important things. Edit: With the helpful suggestions from folks here, particularly @SkiFire13's suggestion of the arc-swap crate, I have a working implementation using safe Rust. While it does seem like a pretty big profusion of Arcs and Boxen, the tests (included in the playground link) suggest that it works as intended - so, many thanks! On December 15, 2022, the California Public Utilities Commission (CPUC) issued a decision to update the NEM tariff to promote consumer adoption of solar and battery storage. The program will go into effect on April 13, 2023. According to the CPUC, the move was designed to financially incentivize Californians to install both battery and solar systems.
The CPUC stated that the current NEM 2.0 program was not aligned with California’s grid reliability and climate goals, noting that the increased use of electricity between 4 and 9 p.m. causes dependence on fossil fuel gas plants to meet the demand. With the battery storage incentive, the CPUC hopes to see an increased adoption of residential energy storage that will better support the needs of the grid, with customers saving self-generated solar energy for use in the evening hours.
An additional $630 million in state funding has been set aside by the California State Legislature for residential low-income solar plus battery storage adopters. The decision bolsters federal incentives provided by the Inflation Reduction Act for solar and battery storage.
It’s important to note that NEM 3.0 is not retroactive. Rooftop solar systems installed under NEM 2.0 will remain under that policy for a 20-year grandfathering period. This means existing rooftop solar owners who add a battery after the April 13 deadline will not be subject to NEM 3.0.

SAN DIEGO, Jan. 26, 2023 (GLOBE NEWSWIRE) -- NeoVolta Inc. (NASDAQ: NEOV) – NeoVolta Inc., manufacturer of Smart Energy Storage Solutions, announced today that it expects California’s recently updated Net Energy Metering (NEM) program to drive increased demand for energy storage systems.
On December 15, 2022, the California Public Utilities Commission (CPUC) issued a decision to update the NEM tariff to promote consumer adoption of solar and battery storage. The program will go into effect on April 13, 2023. According to the CPUC, the move was designed to financially incentivize Californians to install both battery and solar systems.
The CPUC stated that the current NEM 2.0 program was not aligned with California’s grid reliability and climate goals, noting that the increased use of electricity between 4 and 9 p.m. causes dependence on fossil fuel gas plants to meet the demand. With the battery storage incentive, the CPUC hopes to see an increased adoption of residential energy storage that will better support the needs of the grid, with customers saving self-generated solar energy for use in the evening hours.
An additional $630 million in state funding has been set aside by the California State Legislature for residential low-income solar plus battery storage adopters. The decision bolsters federal incentives provided by the Inflation Reduction Act for solar and battery storage.
It’s important to note that NEM 3.0 is not retroactive. Rooftop solar systems installed under NEM 2.0 will remain under that policy for a 20-year grandfathering period. This means existing rooftop solar owners who add a battery after the April 13 deadline will not be subject to NEM 3.0.
“We expect that NEM 3.0 will make Californians more aware of their energy consumption, encouraging them to conserve energy and pair rooftop solar systems with battery storage,” said NeoVolta CEO Brent Willson. “Californians who adopt this strategy will dramatically reduce their electrical bills while increasing their energy resiliency during periods of prolonged blackouts, fires, and flooding.”
California’s vast solar plus storage market has a dramatic impact on the grid. California has about 12 GW of distributed solar generation already installed, equal to nearly 25% of peak demand statewide. California also has more than 80,000 customer-owned batteries connected to the grid, with a storage potential of 900 MW, according to a September 2022 study by the California Solar & Storage Association.
